How can I add Information element to subject to insurance (Kuwait)

I tried to Information element to Insurance balance but it does not impact in calculation.

I checked the element setup and there is no "Subject to insurance " in element balance feeds

Also, I tried to create a formula for contributary salary and add to override contributary salary in calculation card but the system ignore the formula and calculated based on subject to insurance.

Any Advice please
