RUI - Add Assignment - Temporary or Permanent field

Summary:

Is it possible to default the “Will the assignment be temporary or permanent?” box to permanent?

The Add Assignment action is listed under Permanent but the field's default value is Temporary when the page opens. We have end-dated all the actions under Temporary so that the user cannot pass to section 2 if Temporary is selected, however it feels unnecessary to make users select Permanent. Also many assignments are not actually permanent so this terminology would be confusing for users.
