HR Shouldn't be able to manage own record

Summary:

Hi Everyone,

We have a requirement to restrict HR Specialist to view/ manage their own records. In order to achieve this we tried using the seeded Person security profile "View All People" because here access to own record is deselected. But upon giving this role, HR has access to their own records as well. Is there any custom query to fulfill the above requirement ?

Note - We are not using AOR approach for the above.
