Restrict Contingent Workers access to the application

We have a requirement where we need person records of contingent workers in the application along with their emails but we do not want Contingent Workers to be accessing the system. Primarily we do not want Contingent Workers to be receiving the emails upon their account creation so that they won't be notified when they are hired in the application.
