Recurring Information Element with final close not getting processed

Summary:

Have a Recurring information element with the last standard earning date a Final close

The recurring information element triggers a supplemental non recurring element.

Employee terminated on 29-Sep-2022.

Information EE is added effective 01-Oct-2022

Upon running quick pay of 31-Oct-2022 it is found that the element is not even picked up in Payroll run.

Neither Payroll relationship nor element entry has a final close date added.

Any thoughts on how to have the element processed in a final close period?
