Transaction Console - Approval Rules - Approve Job Offer

We need some guidance on updating approval rules in the transaction console.

Content (required):

We are trying to update our "Approve Job Offer" rule to say if the Recruiter (and possibly the HRBPs) creates the offer, it will auto approve. And if it's anyone else it goes to a user/representative for approval. We understand the user/representative approval, but are stuck on how to build it so that it auto approves when the Recruiter creates the offer. Help!
