Implications of setting up a VB Studio for CI/CD only outside OIC VCBS
Summary:
Need to understand implications of setting up a VB Studio instance in OCI to just do CI/CD for diff oracle applications, despite the fact that we already have a VBCS running inside our current oracle intg cloud instance.

So we currently have:
- Few fusion instances.
- few OIC instances
- Each of the OIC instance has VBCS inside it.
- ATP databases
We want to be able to create CI/CD pipeline to migrate BIP reports between diff fusion instances,
run/deploy sql scripts on ATP databases,
migrate VBCS apps between different OIC instances
and also migrate integrations between different OIC instances.
