Filter out Project Owning Organizations in HCM screens

I have a requirement to create Departments to derive accounting in PPM which should not be available in HCM at all, these should only be financial cost centers that do not intersect with people labor.

Is there a way to create a department, attach to Company / Cost Center, create it as a Project Owning / Project Expenditure Organization and have this same department not available in HCM? Thanks!
