Prevent Job applicants personal and contact info from updating Core records

Summary:

When Job Applicants apply for a position, if they have an existing inactive user account within HCM, we are noticing their Personal and Contact Information is being updated (such as name, phone number, address, etc) with a Last Updated by as Anonymous.

As they have not yet been rehired within the system, can we prevent this information from updating Core?

Unfortunately, we are experiencing downstream impacts and need to prevent Core data from updating with applicant information if they have not been rehired yet.
