HR Security Access - Reports

Summary:

HR admins have access to salary data for the organization, except for within the HR department. They are not authorize to see each other's salary data.

We had created a role with an exclusion rule by department.

However, when HR admins are running reports (with no salary data), HR folks are not listed in the report. This is throwing our dashboard numbers off.

Is there a way to allow HR admins to see HR folks in the report and still have the HR employees' salary data inaccessible?
