Pop up message when vendor has not filed income tax

Summary:

Requirement is to have a popup message while creating an invoice. When vendor has not filed the income tax then it should display a popup message for the same. We have the popup in EBS but not getting the option in ERP cloud. Attaching the screenshot of EBS on prem system.


Please let me know the steps if it is feasible via sandbox or via system configuration.
