Looking for person Security profile Criteria to check the Login User's Location country.

Summary:

We store country in Location Address. HR admins can only manage people within the same country. We cannot use country on the AOR as legal employers are setup with single country. For this reason, we are looking for custom criteria on person security profile to check the Logged in User's Location address (we are specifically looking for Country field of the Location) and return person search of people who are in same country.

So far we are no successful in building the crtieria and looking for Help on this. This is very very critical for our security as we operate in 240 countries.
