Ethnicity values question in Recruiting Subject Area

Hello. Can anyone advise on the difference between the 2 fields below in the "Recruiting - Recruiting Real Time" Subject Area? For a single Applicant to a Requisition, we are finding different values depending on which field we use. For example, Person Ethnicity can be blank while Regulatory Ethnicity has values. We are trying to determine which field should be used to show the ethnicity values that an Applicant entered for a Requisition.
