Unable to create a Role for Activity Sequencing in Oracle Learning Cloud

Hi Team,

In Oracle Learning Management, we are trying to create one of the new features which are introduced in 23A "Activity Sequencing".

For enabling Activity Sequencing we have to create a Role for Learn Administrator.

Below are the steps and the required roles and privileges.

But while creating a role for Learn Admin, we are unable to add this role - "Use REST Service – eLearning Content Read Only" in 

Function Security Policies or in Role Hierarchy.
