Can the parameter affect both the row and the column in the Matrix report prepared from the analysis

I have a matrix report that I use on the Dashboard screen, and the column information consists of job name information. The row information is also from the locations.

and I have the 'Business Unit' parameter which affects this report.

And I get all the information in the report from the "Workforce Management-Worker Assignment Real Time" subject area. However, when I select a value from the 'Business Unit Name' parameter, it affects the columns belonging to that field, namely job names, but not the values ​​in the row. Can you help me?
