AoR Assignment by Beginning (1st 3 digits) of Department Name

Summary:

I need to be able to assign AORs by department numbers. When I use templates, it does not allow me to add multiple departments, but that's kind of ok, because then I don't have to maintain as new departments are created. IDEALLY, I am looking for a way to create AORs based solely on the 1st 3 numbers of a department. For example, there might be dept 110.2222.999 and 110.1111.888 - I want to say that all depts that begin with 110 are assigned to one user, all that begin with 120 are to another, etc. I thought I could
