Restrict Content visibility

Summary:

Hi Team,

Do we have any option to restrict visibility of Contents uploaded in OLC. Like if a Learning Specialist it from Germany, he/ she should be able to see only Contents uploaded by team in Germany?

Folder structuring feature - I think is not available in Content page where we can store Contents in different folders, please confirm if there is any workaround.
