Organization Tree's status button grayed out?

Hello everyone,

We are trying to create a new organization tree, but when I click on submit the changes the status of the tree doesn't change to Active. Moreover, the as you can see below the Status is a grayed out section and I cannot select an option from the drop down list.

Does anyone know why and how to resolve this?
