Terminating on-boarding process

Hi team, 

We are facing a dramatic issue in your defined onboarding process. We observed that few of our internal hire or internal candidates are terminating the on-boarding process. But actually, the process is not allowed a candidate to terminate any steps in the process. 

Anbody faced such issues? Or any clues would be greatly helpful to analyze the issue further. Thanks
