Report on Promotions

Summary:

I need to be able to capture anyone who is transferred from a job with a job class of 'S' to a job in any other class (E, D, M, in our case). I'm looking for a way to capture those who are promoted from staff to 'managers of people.' I know I can pull by the HR Action Promote, but there are times when managers promote, but choose another action. I need to make sure no one slips through the cracks. Is this possible?
