Why can't we duplicate the purchase requisition to open a new PR draft when the WBS is inactive?

Summary:

We need assistance for this issue 

We tried to duplicate the purchase requisition, created on 23/11/2021, using the 2021 wbs 21-109

We would like duplicate this PR for 2022, with changing only the WBS (we would use the WBS 22-109)

But, when we click on "ACTION" and "DUPLICATE", we see the following message "Opex WBSe 21-109 is not in the list of values"

Why does the system block us to even open a new draft of the PR duplicated?

We would subsequently change the wbs, entering the 22 wbs 22-109

But why can't we have at list the possibility to open the draft of the new PR?
