Cannot edit or correct employee manage employment, receive locked record error

I'm trying to correct an employee's manage employment record to change something that was uploaded incorrectly. Once I hit submit, I receive the below error. I'm also unable to make any additional updates to the record. Has anyone ever received this error before and know how to get past it?
