Was there a new Auto-Withdrawal feature added to Release 23A for Offerings which occured in the past

Summary:

There was a blended offering created with one ILT scheduled on March 2nd, and three self-paced courses.

The Offering Dates were January 17, 2023 - March 2, 2023.

Learners who had Not Started or In Progress maintained their respective status through March 18 (Release 23A)

On March 18, 2023 at 10:14 PM, anyone who had not completed the Offering was automatically withdrawn.(Over 200+ Learners were withdrawn

View > About This Record states update_withdrawn_date for all withdrawn learners

And in the report Comments it states "No Completed/Active/Pre Active offering assignment exists"

My question, was there a new feature added to 23A that automatically Withdraws learners when the Offering is in the past?
