Changing the Core Navigation Bar alignment to horizontal from vertical in ORC

Summary:

We are looking into the feasibility of the point:- making the Core Navigation bar (the left hand side pane containing the sections of Requisitions, Candidate Search and Candidate pool), into a Horizontal alignment at the top. ( just a UI related change.)
