Requisition approval is set to use 60% consensus using an approval group of 3 workers. When a requisition is submitted, and Worker 1 and 2 approve, the requisition is successfully approved without waiting on the vote from worker 3. This is working as intended.

However, this logic does not seem to work when there is a rejection. For example if the Worker 1 rejects the requisition, the entire requisition immediately gets the status 'Rejected'. Even if the first worker approved the requisition, and Worker 2 rejected, the system does not wait for the Worker 3 to vote, and immediately sets the document to 'Rejected' status.
