Remove/Hide Send message on Requisition

Hi All,

We have a requirement where Hiring Manager shouln't be able send message to candidates.We tried to personizile and hide 'Send Message' under Actions.But not able to acheive it.I have used Page Composer.But couldn't find any otpion to just hide 'Send Message'.Did anyone comes across this.Pls suggest.
