Blank page in creating journal

We can't create journal with a user, when the user tries to open "Create Page" Journal he displays blank page.

Sometimes we receive the following error:

MDS-00010: DuplicateRefException. In document /persdef/oracle/apps/financials/generalLedger/journals/journalEntries/uiModel/view/JournalBatchVO.xml there are multiple elements with the same ID JournalBatchDFF.
