Enabling and adding custom reports to the My Team > Goals reporting pane

I want to enable goal reports for managers and allow the managers to access specific links to analysis and/or dashboards through the reporting pane at "My Team > Goals", the problem is, I am having a hard time finding how to a) enable the report pane in the "my team > goals" section and b) adding reports and/or analytics to that pane once it is enabled. Can anyone explain how to enable that specific pane and then add reports to it that can be accessed by managers?

I have already looked at the following documentation and tried to emulate it in a test environment, but I can find no reference to the goals area setup:
