Should I create our external consultants as Contingent Worker or as Nonworker ?

We need to hire our external consultants (for example Oracle integrator consultants) in Oracle HCM so that they can perform their activities.

Which worker type are we supposed to use: Contingent Workers? Nonworkers? other?
