Is it possible to add Mouse Hover help text in Taleo Recruiting

Hi folks, 

is it possible to add mouse hover help text on the fields while creating a candite on the candidate file? For example, On Create Candidate file -> Create candidate -> First Name -> If we need to add a mouse Hover text "Enter your First Name" etc. 

Even in requisition file is it possible add mouse hover help text?

On other note, my second question is is it possible to change the font color or add any help text on the "Create Requisition" forms (shown in circled the below image  )?

Any hints or navigations would be of great help. Thank you
