Is there a way to report on user accounts being created?

Summary:

I want to audit when new user accounts were created, by whom and possibly which roles are assigned to the user account

Content (required):

I'm looking for a subject area in which to find information on when user accounts are created and by whom. User accounts can be created either when a new hire is completed and the scheduled proces for creating a user account has run, or by manually creating a user account in the security console.

How can I report on the events of new user accounts being created and by whom? And if possible also see the roles attached to the user account.
