Recruiter is unable to Fill a Job Requisition

Summary:

The recruiter is unable to Fill an Open-Unposted Job Requisition even when no candidates are within Offer (Extended/ Pending approval/Accepted) phase and no candidates are in the custom post Offer phase as well.

Even after clicking on the 'Fill Job Requisition' Action the system is not showing a Pop-up message and the Job Requisition status stays unchanged.
