Need help setting up a Sourcing Strategy Agent

trying to set up our first Sourcing Strategy Agent - I must be missing something because it's not working!

Our business process is for hiring managers or recruiters to request posting and sourcing from one central user, then that one user proofreads the requisition and posts it on the career section and any desired external sources.  We currently do this through "request contribution" but I would like to change that to doing it through "request sourcing configuration" so that we can take advantage of the triggering event "Notification for a sourcing strategy request".

If I understand correctly, the only way for the above-noted trigger to work, is if the contributor of the task is an agency.  And that the way it's supposed to work, is that the user selects "request sourcing configuration" from the more actions drop-down, then selects the name of the agency (in this case, the agency will be my one central user) as the contributor.  Then the agency receives an automatic email (which we can configure to include all the info the agency needs) notifying them of the request, and they proceed to post the requisition.
