How to remove the automatic filters from the requisition fields

Hello,

We would like to remove the automatic filters from the requisition fields - meaning in case of a dependent   list on a previous list,
some values may not appear because of a previous list selection.
For example in the attached file - the position list appears empty only and seems like bacause of the requisition fields filtering.
