How to manage the Hiring Manager role and recuriter role conflict?

Based on our configuration Hiring Manager can see 7 sections while a recruiter sees 10 sections while creating a job req. The hiring manager role is auto-provisioned to all line managers. The issue is when some of the recruiters are also the hiring managers. So now they also see 7 sections instead of desired 10 sections.

Based on our configuration Hiring Manager can see 7 sections while a recruiter sees 10 sections while creating a job req. The hiring manager role is auto-provisioned to all line managers. The issue is when some of the recruiters are also the hiring managers. So now they also see 7 sections instead of desired 10 sections. If we take out the auto-provisioning it will be a lot of manual work to reassign roles when someone becomes a manager.
