Add button missing when adding interview slots

the +Add button is missing in our system that is shown in this screenshot below. According to the setup documentation for 23B I made sure that I have the Manage Job Requisition Interview Schedule privilege. This is happening for requisitions in all approval stages. Once a candidate has applied it appears we can manually schedule interviews through their profile but we can't add interview slots to a requisition. We have checked in page composer and the only Add button we see appears to be rendered (EL expression "True"). Any ideas?
