Core HR: Users not getting email notification despite notification mode is set to all

Hello,

Our client is facing an issue on Prod Environment.

When an action is performed (for e.g Hire an employee), approval is shown only on Bell Icon.

Client is not receiving any email notification to approve.

We have checked the notification mode and it is already set to All.

This is having a huge impact for our client as they use email for approval.

Please advice on how to resolve.
