Summary: Issue in restrict/unrestrict feasibility while creating a CSP

This is with repect to our business requirement where business wants Hirirng manager to have access only to their CSP,they should not have access to other CSP phases and states in system

For this We tried using restricted and unrestricted feature present in the system but we are unable to use this functionality as per our requirements

We want Hiring manager to have access to only HM review which is a second phase in a csp and other phases should be restrcited for HM but we are unable to do so.
