Is it possible to do Project Costs Allocation once a year only?

Summary:

Looking for a way to use yearly amounts as a source to create project cost allocations once a year instead of every period

Content (required):

We have a requirement to be able to create project allocation rules to be run only once a year, at year end, which means we will need to use yearly accumulated costs from the source to distribute over the targets.

I created a rule with Fiscal YTD source amount class, but the according to my tests the system still requires to run the allocation for every specific period to get the amounts, it doesn't accumulate costs yearly.
