How do learners mark themselves as complete for self paced offering.

Can't find option to allow learners to mark activities as complete - so they can't finish self-paced course

I'm having an issue with  online self paced offerings. The offerings include web links to content on external websites that is quite long, so they might not finish it the first time they click on it.  We therefore don't the want activities marked complete just because someone clicks on the link, so have unchecked the "Mark as complete when learner opens the web link".

Now there seems to be no way for the activity to be completed and the learners are stuck not able to finish or complete the offering.
