Effective As-of-Date / Hire Date Problem

I am trying to create a report for HR to list all upcoming employees for our external payroll provider. Unfortunately I'm struggling with hire dates that are in the future.

When I take a look at Manage Person with "Effective As-Of-Date" 01.08.2018 I can see the employees set up in the system correctly.

 

However when I try my OTBI report filtered on  "Enterprise Hire Date  is greater than or equal to  01/08/2018" i get zero results. So I'm obviously missing out on the effective as-of-date, but it is not clear if i should draw this from somewhere withing a subject area package or a separat filter.
