Reconcile Learning Assignments not working as intended

Summary:

Certain specializations are not reconciling the learners after we make a change to the activity content:

In the below screenshot we have been trying to action the reconcile learning assignments but 198 learners are still missing the most recent change. Strangely some of the specializations have reconciled fine but there are a few that don't seem to clear properly.

FYI activity sequencing switched on with the new scheduled processes
