User is not able to view balances in a reconciliation within the ARCS application

Summary:

A user is assigned to a reconciliation, has the "User" role, but is not able to view balances within a particular reconciliation. This is only occurring with this particular user.

The navigation path for this is as follows: ARCS -> Reconciliations -> Update Period & search for particular reconciliation. All balances on this page are blank. What could be the cause of this?
