Requisition approval notification issue

Scenario is

User#1 is having Hiring Manager abstract role.

Recruiter has raised one requisition where the User#1 is not part of hiring team or not part of collaborator.

Recruiter submitted the requisition for approval and as per rule it has been routed to User#1.

User#1 receives the workflow notification. However when User#1 opens the notification, body or content is not visible.

Analysis:

I assume as User#1 is not part of Hiring team or not part of Collaborator , hence notification body is restricted.

Any workaround:

Please could you guide me if my assumption is correct or if any privilege is missing in Hiring Manager abstract role (associated to User#1).
