Priviliges in Transtion console action tab

Hi

Recently we copied Human Capital Admin role and created a custom role with data restrictions however after doing that the, Action tab in Transaction console which has privilege's of Terminate, Reassign and Withdraw etc. has stopped coming in drop down of Actions

We will like to know what could be the possible reason as No privilege's were removed from the role and what could be the privilege's to be added if the same has to be enabled
