Adding recipient on Alerts Composer notification not working as expected

Content (required):

I have added an additional recipient to the IRC_Feedbk_Completed_Alert in Alerts Composer, as shown below (the recruiter from the requisition). When testing, the requestor is getting the notification, but not the recruiter.

I'm unsure what I've configured incorrectly here. Oracle documentation states that recipients can be added. Has anyone experienced this issue and found a solution?
