Business Unit cannot be edited/Element disabled by guide

Summary: Good Day folks. We are coming across this issue in which we are receiving this error message , "Element disabled by guide" and "Business Unit cannot be edited/Element disabled by guide" when we are requesting a new position or requesting a position change as logged in as HR user. When from position details , we are trying to update a position, its working fine as expected.

Is this something anyone has faced? If yes, how were you able to resolve this.
