Unable to view external candidates and ex employees

Summary:

Client requires to view all the ex employees as well as external candidates under the candidate search but is only able to view internal candidates

There is a security profile attached to this recruiter which restricts the data based on candidate type and business unit and even the profile option ORA_IRC_CANDIDATE_SECURITY_ENABLED is set to Y with al lthe necessary processes run, but the recruiter is still seeing only internal candidates who are part of mentioned business unit
