Hide Withdraw option

Summary: Hi All,

When an employee submits their performance goals for approval, it routes to the manager for approval. In case manager selects request for more information action, the same goes to employee and the employee is able to see 2 options-edit info and withdraw. I am looking to hide this withdraw option but was unable to do so. Would request if someone could please suggest.
