Creating initiatives for specializations, Courses and Offerings

Summary:

My customer is a big retail company with 18,000 employees with lots of staff movement, they have complex specializations that consist of both self-paced and blended courses/offerings. They do not want to allow learners/learner managers to enroll in self-service, as they will be ‘pushing’ learning out to learners, based on job etc.

They want to use initiatives to dynamically enroll learners wherever possible to reduce the burden on the L&D Team. I can see that I can create an initiative based on a specialization, but we will still need to enroll the learners in the required offering (as we do not allow them to enroll themselves).
